Meade CountyAuditor (Elected) Auditor JOB SUMMARYThe Auditor is an independently elected official, who is a vital part of Meade County's governmental team.
The Auditor is responsible for maintaining the integrity of the county's financial assets by overseeing a broad range of financial transactions including supervising staff functions of accounts payables, accounts receivables and payroll.
The auditor sets the annual mill levies for all taxing entities and the disbursements of those revenues.
The Auditor is part of the checks and balances team for all county departments managing financial funds.
The Auditor is responsible for conducting federal state and local elections insuring adherence to federal and state codified law.
MAJOR DUTIESPrepare the county's annual budget and present it to the Board of Commissioners for its review and approval.
Prepare the annual financial report according to GAAP (Generally Accepted Accounting Principles) as required by the South Dakota Department of Legislative Audit and additional reports required by the Governmental Accounting Standards Board.
Account for and prepare disbursement of several forms of revenue collected by the Treasurer to all the county's taxing entities.
This includes property tax, motor vehicle revenue and special state and federal shared revenue.
Administer local, state, and federal elections and maintain the county's list of registered voters.
Coordinate and train election workers; ensure the distribution of election supplies to election workers; determine polling locations, ensures ADA laws are followed; tabulates ballots and verify results for the commissioners' canvas.
Assist taxing entities within the County to obtain levy information and set the mill levy according to state law.
Prepare tax levy reports required by the South Dakota Department of Revenue.
Coordinate and direct the creation and dissolution of taxing entities such as ambulance districts, fire districts, sanitary districts, and road districts.
Attending workshops and conferences to ensure current mandates are followed.
Hire office staff and supervise the team to ensure all are performing their job duties according to office procedure.
KNOWLEDGE REQUIRED BY THE POSITIONMust be a registered voter and a resident in Meade County when assuming this office.
WORK ENVIRONMENTMost work is performed indoors in an office where noise and interruptions often occur.
Elected officials must be available 24/7 if needed in their capacity.
Some travel may be required for training and meetings.
PHYSICAL DEMANDS/ WORK ENVIRONMENTThe work is performed while sitting at a desk or table or while intermittently sitting, standing, or stooping.
The employee occasionally lifts light objects.
The work is performed in the Erskine Administrative Building.
Ability to communicate effectively orally and in writing.
The ability to talk and hear via the phone and face-to-face communication is needed.
SUPERVISORY AND MANAGEMENT RESPONSIBILITYDelegate duties and responsibilities to subordinate personnel and ensure employees are performing their job duties adequately.
Supervise designated staff through hiring, training, motivation, assigning work and enforcing discipline.
